Pergantian kepala lingkungan (Kaling) yang dilakukan oleh lurah Lamekongga, kecamatan Wundulako Jainul yang baru dilantik pekan lalu, menuai protes dari kepala lingkungan lama. Pasalnya kaling lama menilai kebijakan yang dilakukan oleh lurah baru terkesan dipolitisasi.
Menyikapi hal tersebut, lurah Lamekongga Jainul menanggapi santai protes yang dilakukan kaling lama. Dirinya menilai protes yang dilakukan sesuatu yang wajar, namun apa yang telah dia lakukan itu sudah sesuai dengan aturan.
“Jadi saya tidak ada unsur lain apalagi dikatakan pemimpin yang otoriter karena telah melakukan pergantian secara sepihak, karena saya diamanahkan untuk jadi lurah agar bagaimana saya bisa bangun kampung saya dan mempersatukan kembali masyarakat Lamekongga agar tidak ada lagi yang saling baku bombe karena kita semua keluarga. Meskipun saya sering disolimi tapi itu saya anggap sebagai suatu kritikan untuk lebih baik lagi kedepannya dalam membangun kampung saya sendiri. Jadi tidak ada unsur politik karena sudah berdasarkan aturan,” kata lurah Lamekongga Jainul saat ditemui media ini, Sabtu (16/5).
Menurutnya, pergantian yang dirinya lakukan itu karena mengacu pada surat keputusan (SK) yang dikeluarkan oleh camat Wundulako tahun 2019 lalu terkait pengangkatan kepala lingkungan sehingga merujuk pada SK itulah dirinya melakukan pergantian karena jangan sampai ada temuan terkait pemberian insentif. Sebab kepala lingkungan yang diganti itu SK pengangkatannya dari lurah sebelumnya, sedangkan yang gantikan itu memiliki SK camat sehingga dirinya hanya mengembalikan posisinya yang semula.
Sebab aturan sekarang itu, pengangkatan kepala lingkungan di SK kan oleh camat bukan lagi dari kelurahan.
“Jadi karena lurah lama telah memberhentikan saudara Sumarlan selaku kepala lingkungan IV sehingga saya kembali posisinya, karena melihat SK nya yang merupakan SK yang dikeluarkan oleh bapak camat. Jadi untuk dikecamatan Wundulako itu SK camat yang buat kalau dulu masih lurah. Itulah alasan mengganti saudara Samsul Manu karena acuan saya karena SK camatlah yang kuat,” ucapnya.
Bahkan Jainul mengaku, bahwa persoalan ini telah dikomunikasikan ke Pemda Kolaka guna membahas terkait kebijakan yang telah dia lakukan. Sehingga kedepan jika akan melakukan pergantian kepala lingkungan itu harus melalui musyawarah bersama masyarakat masing-masing lingkungannya. Contohnya jika kita akan lakukan pergantian dilingkungan IV maka masyarakat lingkungan empat melakukan musyawarah untuk menyusul siapa kepala lingkungan yang dipilih, lalu dari hasil musyawarah tersebut akan diserahkan kepada camat, barulah camat keluarkan SK pengangkatannga. Lurah hanya sebatas memfasilitasi terkait pemilihan kepala lingkungan.
Apalagi menurut DPMD tidak boleh kepala lingkungan menjabat diluar dari lingkungan tempat tinggalnya.
“Saya lurah baru tidak mau melawan aturan dan saya akan selalu loyal kepada pimpinan, sehingga saya tanggapi dingin masalah ini. Dan saya juga tidak langsung memberhentikan begitu saja tapi ada opsi yang saya lakukan yaitu dengan mengangkat saudara Samsul menjadi petugas pajak, karena dia juga keluarga saya bukan orang lain tapi saya liat kayanya dia belum terima,” jelasnya.
Sementara itu, mantan kaling IV Samsul Manu menilai kepemimpinan lurah baru sangat tidak manusiawi dan terkesan otoriter. Pasalnya tanpa ada koordinasi dan pembinaan terlebih dahulu terhadap dirinya, tiba-tiba dirinya langsung diberhentikan secara sepihak. Apalagi diantara lima lingkungan yang ada dikelurahan Lamekongga hanya dirinya yang diberhentikan secara tiba-tiba.
“Saya sangat kecewa atas apa yang telah dilakukan oleh pak Jainul selaku lurah, yang langsung mengganti saya tanpa ada alasan yang jelas. Apalagi dia baru sehari menjabat langsung melakukan pergantian. Jadi sangat tidak manusiawi,” kesalnya.
Untuk itu, dirinya berharap agar Pemda bisa menyikapi masalah ini dapat disikapi agar tidak ada lagi lurah yang melakukan pergantian secara semena-mena.
“Saya harapkan bapak bupati bisa merespon masalah ini, dan saya akan terus memperjuangkan hak saya karena selama ini saya telah menjalankan tupoksi saya dengan sebaik-baiknya,” harapnya. (Eno)
