Proses penyelesaian sengketa lahan yang diklaim sejumlah warga di Kecamatan Tinondo, dengan pihak PT. Sari Asri Rezeki, masih dalam tahap penyelesaian.
“Pememerintah Daerah Kolaka Timur (Koltim), tidak tinggal diam dan masih memperoses masalah ini, agar tidak ada yang dirugikan baik masyarakat sendiri maupun perusahaan,” jelas Sekda Koltim Ir Eko Santoso Budiarto MSi, Senin (20/4), menanggapi pemberitaan salah satu media yang menuding Pemda Koltim mati kutu atas persoalan tersebut.
Ia merinci, PT Sari tersebut, masuk ke Koltim dengan mengantongi proses perijinan yang sudah lengkap. Mulai dari ijin prinsip sesuai dengan permohonan yang disampaikan, terus masuk ke ijin lokasi, dan ijin usaha perkebunan.
“Untuk menuju ijin lokasi, ada persyaratan-persyaratan yang telah dipenuhi, yang terkahir mereka harus membayar PNBP, terus kemudian harus menyelesaikan AMDAL, dan semua persyaratan itu sudah dipenuhi. Cuma kita menyadari, antara kondisi diatas kertas dengan dilapangan kadang ada perbedaan, nah yang bias-bias ini yang perlu kita carikan solusinya,” tuturnya.
Sekda melanjutkan, terhadap masyarakat yang mengaku memiliki sertifikat dan telah diolah, supaya menunjukan lokasi yang sesuai dengan titik koordinatnya. Disini juga kata dia, diperlukan penjelasan Badan Pertanahan Nasional (BPN) untuk mengklarifikasi titik lokasi dari sertifikat itu.
“Inilah kemarin yang ada perbedaan, karena pihak BPN masih proses memastikan lokasi itu berada pada titik koordinat yang mana. Karena sertifikat yang terbit terdahulu belum menggunakan koordinat, sehingga kita harapkan peran pihak terkait baik pemda, BPN, aparat pemerintah di bawah dan masyarakat yang mengklaim itu adalah lokasinya, untk bersama membantu menyelesaikan,” harapnya.
Dengan demikian lanjutnya, jika ada persoalan seperti ini, bisa diselesaikan dengan baik. Pihak Pemda Koltim sudah sering melakukan pertemuan-pertemuan dilapangan, dan sampai saat ini proses penyelesaian masalah tersebut masih dalam proses. Disamping itu, sambil menunggu penyelesaian ini, pihak PT Sari mempersilahkan masyarakat untuk menanam nilam pada lahan yang dipersengketakan ini, tanpa harus menganggu tanaman yang telah ditanam pihak perusahaaan.
Hal ini dilakukan, sambil menunggu penyelesaian masalah yang harus kita dudukkan secara bersama setelah ada penjelasan teknis dari BPN. Menurutnya, pemda bukan berarti tidak berdaya atau mati kutu, karena sudah melakukan langkah-langkah bahkan bersama DPRD ke lapangan, dan camat serta kepala desa untuk mengkonfirmasi keberadaan lahan yang disengketakan ini.
“Baik itu di Tawatawaro, Solewatu, Weamo dan mungkin ada desa lainnya, pemda masih jalan. Tudingan mati kutu adalah hal yang memojokkan bagi Pemda. Solusi terbaik adalah, Masing-masing diberikan kewenangan untuk mengolah, ketika masyarakat akan menanam nilam karena kelapa sawit sudah terlanjur ditanam, silahkan. Karena menanam Nilam tidak merusak tanaman pokok, bahkan tanahnya sudah bersih, untuk masing-masing menahan diri dulu, dengan harapan jangan rusak tanaman yang telah ditanam perusahaan. Insyaallah penyelesaian persoalan ini sedang berjalan dan akan segera dituntaskan,” tutupnya.
